PresidentObama’s rescuepackage
was freshlydelivered to thehouses
ofCongresswhenaword that
sounds likeacurseechoedon the
walls:protectionism.The fear that the
newpresidentmightbea
protectionist startedduringhis
campaign.Now,whenvictoryhas
beendulycelebrated,Obama is
underclose scrutiny frompractically
everywhere.Afterall,he isaDemo-
crat and theDemocraticparty–
considered tobe“the left”, in
Americanpolitics– isexpected to
favor social andenvironmental issues,
fair trade, andaStatewhich isboth
paternalisticand tolerant.
The systemof international trade
afterWW IIwasanAmerican
“invention”, and itwasbasedon
preserving free trade,both through
multilateralnorms tobeagreedupon
byall concerned,but alsoby
politicalpressure.
ThenewPresidentwillnotbe the
firstone to showa tendency tooffer
protection toa society that livesnow
in fear;but – ironically–Obama
mightbe theonlycontemporary
leaderwithall thenecessary
characteristicsput together (maybe
magically…) tobeableofbringing
backAmerican influence,notonly in
trade,but inotherareasaswell.

More thanhalf centuryafter the
alliednationsgathered todesign the
institutionswhichwere togovern
thenewworld, after theWar, some
startlingnewchallengeshave
arisen.As recentlyasduring the last
decade, theoldBrettonWoodsoff
springsproved tobealiveandwell
tocontendwithcrisis that afflicted
emergingcountries likeBrazil,by
offeringpathwaysof liquidity to
overcome turbulences.Now,
however, themajornationsof the
worldhavebeenaffected, and the
US– seemingly–mostof all.The fact
that investors sought solace in the
veryheartof theearthquake resulted
inmomentary stabilityanda stronger
dollar.But thismustnot last too long
ifweare to regainamoreuniform
balance.Newand stronger
institutionswillbeneeded to
assurea stableparity for themajor
currencies;but there still remains
muchmore tobedone, inorder to
beadequatelyprepared for thegreat
economicchallengeswhich thenew
millenniumwillbring.
